If the company offers a remote-only job:
You are not obligated to accept it. Also, in such cases, the relocation is not mandatory.
If you have a remote-job-only preference that would result in not taking viable on-site jobs:
You will be asked to return the scholarship received.

It's not likely to cause any problems. Still, you must confirm such a decision with the Turing College. However, taking a full-time job afterwards will have default conditions as taking any non-HP job.

If you have applied to at least 80% of all available Hiring Partners and have received negative responses from them:
